Traning and Education

OPERATIONS AND TRAINING COMMITTEE
The purpose of the Operations and Training Committee is to evaluate educational needs, program designs, program impact for the EMS system and public awareness of pre-hospital phase of health care delivery.


The Committee shall meet not less than four (4) times per calendar year. The following areas of training will be reviewed.


1. Number of licensed EMS providers in the community
2. Ability of agencies to meet staffing needs
3. Proximity of candidates to EMS courses
4. Cost
5. Continuing education credits for EMS personnel
6. Continuing Quality Improvement (CQI) Committee reports and             recommendations
7. EMS course monitoring
8. EMS course evaluation forms
The Committee will work closely with the CQI Committee to address the areas needs for training and remediation of skills.

TRAINING REQUIREMENTS

LICENSURE:
The individual must hold and maintain a current, valid Michigan license as a MFR, EMT, EMT-S or EMT-P.

EDUCATION:
The individual must present proof of successful completion of State approved course (i.e., diploma, certificate, etc.) and a copy of individual's State license.


CPR CERTIFICATION:
All prehospital personnel must hold and maintain a current CPR certification based on AHA standards.

ACLS CERTIFICATION:
An EMTP (paramedic) must hold and maintain a current ACLS provider certification based on AHA Standards.

MONROE COUNTY CREDENTIALLING:
The EMT-S or EMTP must meet the re-licensure requirement of the Michigan Department of Consumer and Industry Services. In addition, the EMT-S and EMTP must participate in the Monroe County Credentialling Program (see Credentialling for System Approval).
The EMT-S, EMTP who leaves and returns within six months will not need to retest within the Monroe County system.

TERMINATION OF APPROVAL:
Approval to function as an EMT-S or an EMTP in the Monroe County Medical Control Authority area will be terminated if the individual terminates employment with an ALS provider, or fails to fulfill the obligations listed above including the annual approval and CPR certification. If the EMS provider's license is revoked by the State of Michigan, his/her privilege to practice within Monroe County is also revoked by Medical Control.
 
CREDENTIALLING FOR SYSTEM APPROVAL

I. PURPOSE
The purpose of the initial Approval is to evaluate the level of expertise of the paramedic or specialist when beginning to work under Monroe County Medical Control. Regular skill check requirements are used to continuously evaluate the level of expertise of the paramedic or EMT-Specialist under Monroe County Medical Control.


II. CONDITION OF SKILL CHECK
Skill Check requirements are to be fulfilled within sixty (60) days of the eighteenth month anniversary of the personnel's licensure date, and again within sixty (60) days of the date for relicensure. This assures that Skill Checks will be completed every 18 months. A skill check may also be required if the Continuous Quality Improvement Committee determines an individual has skill deficits.


III. SKILL CHECKS
A. New graduate paramedics or specialists
1. must complete Skill Check one day prior to functioning as an
AEMT or EMT-s under Medical Control
B. Experienced paramedics or specialists
1. must complete Skill Check within 30 days of active function
under Medical Control


IV. PROCEDURE FOR SKILL CHECKS
A. Scheduling of Skill Check
     1. Skill checks must be scheduled with a member of the EMS CQI  Committee or cleared by the Emergency Department Director of  Nursing.
     2. A sufficient amount of Emergency Department time must be scheduled to complete the Skill Check; the amount of time             required will be at the discretion of the assigned committeemember.
B. Physical Skills to be checked
     1. A minimum of three (3) complete and accurate assessments
     2. A minimum of three (3) successful IV starts demonstrating proper           technique and confidence
     3. A minimum of one (1) successful intubations, including the ability          to identify when intubation is indicated. This may be performed on           a practice mannequin if there is no opportunity for a live                  intubation.
C. Other Skills to be checked
     1. Short pharmacy test: 80% = passing
     2. Short ECG identification test: 80% = [passing
     3. Review of Monroe County policies and standing orders
     4. Other specific procedures and techniques currently mandated by
         Medical Control, including but not limited to:
             a. albuterol aerosol administration
             b. intraosseous infusion
             c. Incident Command System
D. Continued approval within the system will require:
     1. Proof of licensure by MDCIS
     2. Completed Skill Check, every 18 months
     3. a. Current CPR Certification for EMT Specialists
         b. Current ACLS Certification for paramedics
