MEDICAL FIRST RESPONDER PROTOCOL

A. STATEMENT OF ROLE
Medical First Responders, as an integral part of the Monroe County EMS system, are responsible for initial evaluation and treatment at the scene of a medical emergency. Care rendered by First Responders includes, but is not limited to, cardiopulmonary resuscitation, obstructed airway procedures, control of bleeding, splinting of fractures, assessment of trauma injuries and medical illnesses, and patient stabilization prior to transport. The time lapse between the onset of symptoms and initiation of treatment has been identified as a critical factor in recovery from illness and injury. A four to six minute response time is optional for the delivery of initial patient care, and thus requires the use of well dispersed units. In most instances the training, experience and geographical distribution of fire rescue units make them the ideal first response units.

B. TREATMENT LEVEL OF CARE
Those personnel licensed by MDCIS as Medical First Responders, may provide care at the level outlined as MFR/EMT in the preceding protocols, except where specific First Responder protocols are noted.

C. LICENSING OF FIRST RESPONDER SERVICES
In accordance with Public Act 179 of 1990, the Monroe County Medical Control Board/Authority endorses the formal licensing requirement that each fire department providing medical first response service in their community notify both Medical Control and MDCIS-EMS of their intent. Following submission and approval of appropriate forms to Medical Control, the Medical Director will sign MFR Agency license applications. Refer to Commitment Statement (Appendix H)
