Commitment Statement for Protocol Compliance

PUBLIC SERVICE AGENCY
Public Act 179 of 1990 (the "EMS Act") requires local medical control authorities to establish written protocols governing the practice of life support agencies and emergency medical services personnel within its geographic region. The medical control authority is responsible for overall supervision of the emergency medical services system, from initial call-taking and dispatch, to first response and scene stabilization, through advanced life support and patient transport to an emergency facility. By law, the medical control authority is responsible for adopting protocols (patient care standards, standing orders, policies and procedures for providing EMS) for pre hospital care providers within the authorized region. In addition, the medical control authority is required to report annually to the Michigan Department of Consumer and Industry Services (MCDIS) regarding EMS agency compliance with approved protocols.
Statute makes the local medical control authority responsible for establishing the written procedures that ensure protocol compliance by each life support agency, and all emergency medical services personnel, within its region.


This document shall serve as acknowledgment of the undersigned life support agency's commitment to comply with the protocols of the Monroe County Medical Control Authority.


Agencies determined to be in noncompliance with Monroe County Medical Control Authority protocols are subject to withdrawal of medical control cooperation as outlined in the Monroe County Medical Control Board/Authority, Operations Manual, Appendix F: "Extension, Withdrawal and Restoration of Cooperation". In circumstances of noncompliance with protocols, a life support agency's emergency medical services dispatch privileges will be suspended. If compliance is not then voluntarily accepted by the offending agency, the Michigan Department of Consumer and Industry Services - Division of Emergency Medical Services will be notified, and licensure revocation proceedings may be initiated.
Appeal of decisions made by the medical control authority, and due process procedures for life support agencies, are outlined in Appendix F: "Extension, Withdrawal and Restoration of Cooperation", and in Appendix H: "Enforcement of Minimum Standards; Conflict Resolution".
